The Foundation supports a pre-dissertation program in the social sciences at the University of California.

The scholarships are intended to provide students the possibility to spend four to six weeks in Germany in order to acquaint themselves with material available at German libraries and in German archives for their planned dissertation projects. This enables doctoral students to draft a more well-founded project description and improve their chances of success in applications for one-year research grant. Sufficient language skills as well as the initiation of contact with institutions in Germany are a prerequisite for application. Support is available for a wide variety of topics and chronologies, mapping the broad spectrum of research in German studies at the University of California. Fellows are selected by a selection committee.
